Most continuity capability has never been exercised end to end under realistic conditions. Recovery plans describe the estate as it was designed; the estate itself has moved on. For financial institutions, operational resilience is also a supervisory expectation — under DORA, in force across the EU since January 2025, firms must be able to evidence it.

When this is the right call

  • Recovery time objectives are stated but have never been achieved in a test.
  • The last disaster recovery exercise was a tabletop, or was scoped to avoid the hard parts.
  • Incidents are resolved, but the same problems recur.
  • Monitoring tells you a server is down, not that customers cannot pay.
  • You need to show a board or supervisor evidence of resilience, and the evidence is thin.
